➢The Ministry of Economic Affairs has planned and launched the environmental and social inspection and verification procedures for the green conflicts faced by ground-based photovoltaic installations, so as to achieve the goal of coexistence and co-prosperity between solar photovoltaics, fishery development and social needs.
➢In the stage of site selection, first identify the potential ecological environment and socio-economic impacts caused by photovoltaic installations in potential development areas, and then the industry will propose countermeasures for the identified issues in the area to be developed.
1. Identification of ecological issues: Through the selection and overlapping of images and data, interviews with ecological groups, focus discussions and consultation meetings, and field surveys, the environmental issues of fishery and electricity symbiosis are identified and their positions are grasped.
2. Identification of social issues: Through basic data collection, stakeholder interviews, focus discussions, and opinion consultation meetings, grasp the context of local society, culture, and economy, identify social issues of fishery and electricity symbiosis, and grasp their location.
3. Mechanism: issue identification report and review process
➢ Fully disclose the identification process and results of ecological and social issues in the "Report on Social Inspection and Verification Issues Identification of Fishery and Electricity Coexistence Environment".
➢Pioneering areas and priority areas develop self-assessment forms for environmental and community-friendly measures; pay attention to the report on countermeasures along embankments in mitigation areas.
4. Promoting aspects: response countermeasures, environmental community review and follow-up management
➢ After the countermeasures of the concerned mitigation areas are reviewed and passed, they will be merged into the electrical industry for establishment permits or approved for filing applications.
➢Plan to incorporate relevant mechanisms such as electric industry management, and implement follow-up tracking and management of fishery and electricity symbiosis.
